Seventy percent of homes in India are technically illegal, not because seventy percent of Indians break the law, but because the system quietly built a national tradition of allowing and approving such unplanned colonies and clusters, many without even basic common aminities, like a children park.
Everyone knows including the authorities, the rules are mostly impractical & its the babus that suggest the way around. The politics derive their power from such realities where the system is foawed so much, that no one cares!
During construction the babu looking the other way for a convenience charge, of course - & its no secret. Now it is in the suche of the people & worst - the young children yet learning to nagigate thir world!
It's almost impressive!
Somewhere along the line, bureaucracy discovered that uncertainty is more profitable than clarity.
An approved map means no follow-up visit next year.
An unapproved home means a friendly official can always drop by for a cup of tea and a small, undocumented contribution.
Think about it.
If every home were perfectly compliant, entire departments would have nothing to do.
Inspectors would be jobless. Municipal corporations would need to invent new hobbies.
So, in a strange way, the illegal home became the country's most reliable employment scheme, quietly supporting an entire economy of stamps, signatures & side conversations conducted in hushed tones near the collector's office.
The illegal home are practically a monument to political convenience.
And here's the beautifully absurd part.
Meanwhile the individual homeowner, just wanted a roof, followed whatever process the local clerk casually gestured towards, paid whatever fee felt official enough, and now unknowingly lives in a structure that exists in a permanent state of paperwork limbo.
Not a criminal. Just a citizen caught in a system that finds ambiguity more useful than order.
Everyone from the ration shop to the municipal office to the ballot box benefits from this fog except the person actually living inside the house.
Modern India continues to be built not with cement and steel, but with a specialbrand of institutional shrugging, one undocumented floor at a time in a system that if inhereintly flawed and overlooked at the expense of the resident and for the convenience of the babu!
